Kentucky Strategic Plan for Economic Development

In 1992 the Kentucky General Assembly enacted HB 89, leading to the creation of the Kentucky Economic Development Partnership Board.  This body was made responsible for directing the state's economic development efforts.  The Partnership initiated a strategic planning process to generate a dynamic plan of action to foster and focus Kentucky's energies in economic development.  The result was the Kentucky Strategic Plan for Economic Development, first adopted in May 1994 with the mission, "to create more and higher quality opportunities for all Kentuckians by building an expanding, sustainable economy."  A revised Strategic Plan was adopted in July 1997.  With the emergence of the knowledge-based economy, increased global competition and challenges both new and old for Kentucky, the Plan was further updated for 2002-2006. 

Kentucky's Strategic Plan details an approach to many activities that are congruent with the priorities of the National Science Foundation's Strategic Plan.  (Click here to read the NSF Strategic Plan.)  A particular focus that the two documents share is that of education and workforce development.  The NSF cites improving education and workforce development as one of its primary objectives.   Kentucky's Partnership Board reports that the state lags behind average nationwide earnings due to low educational attainment levels of its people.  The mission of the Kentucky Strategic Plan is to create more and higher quality opportunities by building an expanding sustainable economy to improve the quality of life for all Kentuckians.  In order to accomplish this, Kentucky has developed a life science commercialization program, established SBIR Phase I and II state matching incentives and evaluated New Economy Infrastructure Assets statewide among other activities.

Kentucky Science and Technology Plan

In 1998, the Kentucky Science and Technology Corporation (KSTC) developed a science and technology strategy — a blueprint for future decisions and strategic investments by the Commonwealth. The KSTC carried out this directive in collaboration with, and with funding from, the Governor, the Kentucky Chamber of Commerce, the Council on Postsecondary Education, Kentucky Experimental Program to Stimulate Competitive Research (EPSCoR), the National Science Foundation, LG&E Energy Corporation, the Tennessee Valley Authority and the U.S. National Institute of Standards and Technology.

Part of the impetus for developing this strategy was attaining a position such a statewide vision would promote for securing future research and development investments from many sources.  The strategy’s success is measured, in part, by its ability to help guide education, business and government in coordinated efforts to achieve a stronger, entrepreneurial economy and quality of community life.
